Set up a ratio.
Percent means out of 100.
5 is to X as 10 is to 100 (10/100=10%).
5%2FX=10%2F100
X=500%2F10=50
5 out of 50 is 10%.

Since it's less that 100%, it has to be less than 1.
So 4 1/6 can't be right.
Again, percent means out of 100.
18%2F100=%282%2A9%29%2F%282%2A50%29=%28cross%282%29%2A9%29%2F%28cross%282%29%2A50%29=9%2F50
