Graph the line y=-3x%2B1?
This then splits the plane into two regions.
Pick a point in one of the regions, usually (0,0) is easiest as long as it doesn't lie on the line.
If the points satisfies the inequality, then the region that contains the point is shaded as the solution region. If it doesn't then the point that doesn't include that point is shaded.
