-7 < 3x + 4 < 7 Then solve for x by adding -4 to each side
-11 < 3x < 3 Divide by three
-11/3 < x < 1
X will be between -11/3 and 1 so the graph line will be a line going from 1 to -11/3 and the circles will be open because it's <,> not equeal to
