(4x-13x)+(3-7) < (6-8x)(grouping like terms on the LHS and expanding on the RHS)
-9x-4 <6-8x
-9x+8x < 6+4 (grouping like terms and side chnage implying sign change)
-x < 10
x>(-10) (multiplying by (-1) and multiplication by a negative quantity alters the inequality and hence less than has become greater than)
