p = original price of tea in Rs/kg
.1p = the reduction in the price of tea in Rs/gk
p - .1p = the REDUCED price of tea in Rs/kg
p - .1p = (1 - .1)p = .9p
(.1p Rs/kg)(25 kg) = 22500 Rs
2.5p Rs = 22500 Rs
p = 9000 Rs/kg the original price
.9p = 8100 Rs/kg the reduced price

For the fixed price of Rs 22500, if the price is reduced by a factor of 9/10 then the amount he can buy for that price increases by a factor of 10/9.

Let x be the number of kg he could buy at the original price. Then

10x=9%28x%2B25%29
10x=9x%2B225
x=225

At the original price, he could buy x=225 kg of tea; at the reduced price he can buy x+25=250 kg.

The original price per kg was Rs 22500/225 = Rs 100.

The reduce price per kg was Rs 22500/250 = Rs 90. (Or, the reduce price per kg was 90% of Rs 100, which is Rs 90.)
