I think that their relative speed is s+-+3 km/hr
where s is the speed of the car.
The car looks like it's going .1%2F4 km/min
or .1%2F4 km/min x 60 min/hr = 3%2F2 km/hr
s+-+3+=+3%2F2
s+=+9%2F2
The speed of the car is 4.5 km/hr
