You can put this solution on YOUR website! Round 12,903,899 to the nearest ten-thousand. Starting from the right and moving left, the values of the columns in an integer are:
 1) One's
 2) Ten's
 3) Hundred's
 4) Thousand's
 5) Ten-thousand's
 6) Hundred-thousand's
 7) Million's
 8) Ten-million's,
 etc
 or
 (10,000,000),(1,000,000),(100,000),(10,000),(1,000),(100),(10),(1)
The ten-thousand's column is the 5th from the right and in your number, the digit there is 0.
Now look at the digit immediately to the right of this. If it 5 or more, you'll add 1 to the 0. If the digit is less than 5, (yours is 3) you will leave the 0 as is.
In either case, you will replace all the digits to the right of the digit in the ten-thousand's place with zeros. So you end up with:
 12,903,899 = 12,900,000 rounded to the nearest ten-thousand.
