The standard form of the point slope form of the equation of a line is:

(y-y1) = m*(x-x1)

(x1,y1) is the set of points you are given.

m is the slope.

You are given that the slope is equal to (3/4).

you are given that the point (x1,y1) is (-9,-3)

Substitute in the standard form of the point slope form of the equation to get:

(y-(-3)) = (3/4) * (x-(-9))

Since a minus of a minus is a plus, this becomes:

(y+3) = (3/4) * (x+9)

That's the point slope form of the equation of your line.

To graph this equation, you have to convert the point slope form of the equation into the slope intercept form of the equation.

The standard form of the slope intercept form of the equation of a line is:
