This a very poorly worded problem.
If you really answered the question the answer is 5
2 1 2 5 and 8 are the digits.
If the problem wants a simplified form it should says so and what type
1 600 000 000 has ten digits
1.6*10^9
has 5 digits. I could also write it in binary or hex or any number of systems.
Probably the answer they want is 10
