1. Divide the "after" number by the "before" number.
2. If you get a decimal answer less than one, then change
` `that decimal answer to a percent and that is the percentage
` `DEcrease.
3. If you get a decimal answer more than one, subtract 1 from
` `it, then change that decimal to a percent and that is the
` `percentage INcrease.

Your "after" number is 38853 and your "before" number is 41210.
So we divide 38853/41210 and get .9428. This is less than one,
so we change it to 94.28% DEcrease.
