the answer in the back of the book is 27.30

I wish you would have copied the problem word for word because there are problems.
One problem is you never say what are we solving for?
You hint we are solving for x the wholesale price. But then we are given the wholesale price as $13
So I set up the formula.
r=w+markup
100%=1
110%=1.1
1+1.1=2.1
r=13*(2.1)
r=27.30
Something else weird is the markup price is over 100%
