YEARS ELAPSED FROM 1990 TO 2000 = 2000-1990 =10
S=0.38*10+31.2=3.8+31.2=35 MILLION

p = -0.25n + 12.2 =7 GIVEN
12.2-7=0.25N
0.25N=5.2
