The answers must be A. 1/x-2, B. 4/x+2, C. x-2 or D. x/x-2
I am pretty sure it can't be D but other than that I am lost on how to simplify the expression.

You need to either divide (x-2) or (x+4) into x^2+2x-8
or factor x^2+2x-8
we are looking for factors of -8 which add up +2
4 -2 fit the bill
(x+4)/(x^2+2x-8)=(x+4)/(x+4)(x-2)=1/(x-2)
