The combined number of bicycles and skateboards cannot be more than 16. If x is the number of bicycles and y is the number of skateboards, graph on the accompanying set of axes the region that contains the number of bicycles and skateboards the company can manufacture daily.

I tried to do this question several times but keep getting stuck on the 10 and 12. I cant make another inequality for it.

x+y<=16
There is no question. It tells you to graph it!
What/where are the accompanying set of axes?

1 3 4
As you can see there are many possibilities for x and y
You cannot find a unique solution for x and y.
If you want to know the possible values of x and y when x+y=16
remember the max for y=12
the max for x=10
4 12 16
5 11 16
6 10 16
7 9 16
8 8 16
9 7 16
10 6 16
but the only "question" is to graph the inequalities.
also remember that x+y doesn't have to be 16
