It does matter for the sum whether it is regular or not only if you wan tto find each angle does it matter.
the exterior angles always add up to 360
360/11=32.73
180-32.73=147.27
(n-2)*180
9*180=1680 sum of interior angles
1680/11=147.27 each interior in a regular 11-gon
