You can put this solution on YOUR website!
Rewrite for y (is easiest):
y < x/2 +3
So, draw the function f(x)=x/2 +3

Now, we want y to always be less than that line (the line itself will be dotted!). So, we shade below it as pictured (fairly poorly but it is better than nothing):
