A perfect square trinomial is of the form (a+b)^2 = a^2 + 2ab + b^2.
set 3 = 2b
3/2 = b
(q + 3/2)^2 = q^2 + 3q + 9/4
(q + 3/2)(q + 3/2) by foil equals q^2 + 3/2*q + 3/2*q + 9/4 --> q^2 + 3q + 9/4
