Slope intercept form is y=mx+b
m is the slope y1-y2/x1-x2=m
The y intercept is b, this is where the line crosses y axis, in other words
when x is zero where does the line intersect the y axis? {0,?} (0,8)!!
SO, off to the races...
-2y=-3x-16
y=3/2x+8
(Do you see that the y intercept is 8? Thus part of the
genius of 'slope-intercept' form. The slope is 3/2.)

well look at the form y=mx+b
so 3x-2y=-16
-2y=3x-16
