To get the answer you need a T-chart or a calculator that generates t-values,
such as a TI-84.

Since the test is 2 tail, each tail has 10%
Check your T-chart for df=9 and left (or right) tail = 0.1000

Using a TI I get invT(0.9,9) = 1.3830
