Take the square root along the line to get:
sqrt(300) < x < 20
17 < x < 20
---
The number is 18 or 19

The square root of 300 is a little bigger than 17, so the next whole number after 17 is 18. So 18 is the smallest your number could be.

The square root of 400 is 20, so, depending on whether the meaning you ascribe to the word "between" includes the endpoints or not, the largest your number could be is 20, if you include the value 400, 19 otherwise.
