y = x - 18
2x - 3y = 22

get rid of the denominator in the 1st equation multiply by 5, results
5y = -2x - 90
put it in the standard form, then subtract the 2nd equation from it
2x + 5y = -90
2x - 3y = 22
---------------subtraction eliminates x, find y
8y = -112

y = -14
