I'm going to assume you mean 3sqrt%28a-2%29=sqrt%288a%2B1%29 If you meant 3sqrt%28a%29-2=sqrt%288a%29%2B1 or something else then you'll have to try asking again.
You want to first square both sides (the inverse equation of squaring...) This gives us:
9%28a-2%29=%288a%2B1%29
Now we can distribute on the right:
9a-18=8a%2B1
Rearranging gives us:
a=19
