Let each side be x
The diagonal and the two sides form a right triangle. The diagonal beomes the hyotenuse.
Using the Pythagorus theorem : (side)^2 +(side)^2 = Hypotenuse ^2
x^2+x^2 = 28^2
2x^2=784
x^2= 784/2
x^2= 392
x= sqrt 392
x=19.79
