The order of distribution is:
first handle the exponent.
5(y + 7)^2 - 13 = 258 rewritten as:
5(y+7)(y+7) - 13 = 258 Then foil:
5(y^2+14y+49)-13=258 Now multiply 5 into each term and subtract 13 to get:
5y^2+60y+232=258 Then subtract 258 from both sides:
5y^2+60y-26=0
There we go. That's the order. You didn't ask to solve it, but if you wanted the answer you'd use the quadratic equation.
