we know the slope is 3 which means to the up 3 and right 1.

to find the points for the dotted line start with the intercept on the graph
from -5 go to the up 3 and right 1 to get point(1,-2)then from that point up 3 right 1 to point(2,1). Now you can draw your dotted line through those 3 points

now we just need to find out which way to shade, if y is greater than -5,-2,1 then we shade up and to the left of the dotted line.
