Simplify:
= -(z^-2)^-3
------------------
= -(z^6)

Let z = 1/2
---
You get: -(1/2)^6 = -1/64

If z = 1/2, it's = -1/64

What does "greatest value" mean? It's -1/64, the only value when z = 1/2.
