It sounds like you have an angle in standard position
with its terminal side terminating at (9,6).

If that is true the magnitude is sqrt(9^2+6^2) = 9.49
---
The angle is arctan(6/9) = 33.69 degrees

If I am misinterpreting Ax=9, Ay=6, all the above may be wrong.
