"the product of" tells you to multiply. Eg: "The product of 2 and 3" ---> 2*3=6

"3 less than twice x" translates to 2x-3 and "2 more than the quantity 3 times x" becomes 3x%2B2


Since we want the "product of" these two separate expressions, this means that "the product of 3 less than twice x and 2 more than the quantity 3 times x" completely translates to %282x-3%29%283x%2B2%29 (ie just multiply the two expressions).


That's just the translation, you might have to expand/FOIL it out. I'll let you do that (if you need to). Let me know if you need help with that.
