In the denominator you have 4xxxx
-------------------------------------
(12/4) = 3
and xxxxxxxx/xxxx = xxxx
----
You end up with 3xxxx = 3x^4

Shorter version:
(12x^8)/(4x^4) = (12/4)(x^(8-4)) = 3x^4
