The ratio of 5 to 3 means that for every 5+3=8 cupcakes, 5 are chocolate and 3 are vanilla.
In other words 5/8 of the cupcakes are chocolate and 3/8 are vanilla, so:
(3/8)*32=12 cupcakes are vanilla
