OK so far:
%284x%2B3%29%2F8+=+7%2F4 Multiply both sides by 8.
4x%2B3+=+8%2A7%2F4 Simplify the right side.
4x%2B3+=+14 Subtract 3 from both sides.
4x=+11 Divide both sides by 4.

4 times a number --> 4 * x
4 times a number added to 3 --> 4 * x + 3
4 times a nubmer added to 3 is divided by 8 --> (4 * x + 3)/8
result is 7/4 --> (4 * x + 3)/8 = 7/4 (now solve for x)
(4 * x + 3)/8 = 7/4 (multiply both sides by 8)
4 * x + 3 = 56/4 = 14
4 * x + 3 = 14
4 * x = 11
x = 11/4
