If two angles are supplementary, the sum of the two angles equals 180 degrees.

and y = second angle
.
x+y = 180 (equation 1)
x = 3y+15 (equation 2)

Substitute the definition of x from eq 2 into eq 1:
x+y = 180
3y+15+y = 180
4y+15 = 180
4y = 165
y = 41.25 degrees
