Since h%28x%29=%282x-b%29%2F%283x%2B4%29 and h%282%29=1%2F2, this means that h%282%29=%282%2A2-b%29%2F%283%2A2%2B4%29=%284-b%29%2F10=1%2F2. Simply put, %284-b%29%2F10=1%2F2. From here, cross multiply and you will get the equation 2%284-b%29=10 which is now a linear equation. I'll let you take it from here.
