Since sqrt%282y%2B3%29 represents the (positive) expression you square to get 2y+3 and since we are squaring it, we should get 2y+3!

Expressions like sqrt%282y%2B3%29 is supposed to be a positive number so we must make sure that 2y+3 is positive. But since 2y+3 is in a square root to begin with we know that it must be a positive number.
