-9x + 3y = 18

Substitute the 1st from the 2nd then solve for "x":
11x = -18
x = -28/11
------------------------------
Substitute to solve for "y":
2(-28/11) + 3y = -10
-56/11 + 3y = -110/11
3y = 54/11
y = 18/11
----------------
Ans: x = -28/11 ; y = 18/11
