The device registers one "count each time a set of wheels (that is, wheels on a single axle) rolls over the tube. A normal car registers 2 counts - one for the front wheels and one for the rear wheels. A light truck with three axles registers 3 counts. Suppose that during a one-hour period a traffic counter registers 45 counts on a residential street on which only cars and light trucks are allowed.
