30*2=60 votes let's say each of the three gets 20 votes. There is no clear winner.
So a minimum of 21 votes would be needed for a clear winner for the first candidate. 60-21=39. 20 are needed for the second candidate if they don't all get 20.
So if there isn't a three way tie then 20 is sufficient to win.
