Here's the original equation:
0.05x+-+0.03y+=+9
In general this looks like:
Ax+%2B+By+=+C
Notice that A = .05, B = -.03, and C = 9
So, using the formulas above, we get
m = -A/B = -(.05)/(-.03) = 5/3
b = C/B = 9/(-.03) = -300
