I assume you mean an arc of 100º
The circumference of the circle it 2pi*r = 24pi (for all 360º)
The arc is 100/360 of that,
= 24pi*(100/360) = 20pi/3 units

I'll assume it's 50 cm, not 50 dm
Each revolution moves the bike the circumference of the wheel.
The diff is 2pi*70 - 2pi*50
= 2pi*(70-50)
= 40pi cm

120º is 1/3 of the circle, and 1/3 of the circumference.
The total circumference = 42pi = 2pi*r
r = 42pi/2pi
r = 21 units
