Yes you are correct you can also write the signs like <= -12%3C=3x-7%3C=-2
Rewrite as two inequalities -12%3C=3x-7 (1) 3x-7%3C=-2 (2)
-5%3C=3x
-5%2F3%3C=x (1)
x%3C=5%2F3 (2)
So x is bigger than -5/3 but smaller than 5/3.
