Wrong answer I am afraid. As the question asked what percent of 2y is 3x i.e. 3x/2y * 100. NOT 2y/3x * 100.

Given,
x is 40% of y
x = (40/100)y
x/y = 40/100
x/y = 2/5
y/x = 5/2 ...(1)
Next,
2y/3x = (2/3)*(y/x)
= (2/3)*(5/2)
= 5/3
= (5/3)*100 %
= 166.67%

If y doubles the x as a percentage of y halves. So x is 20% of 2y. If x increases by three times in relation to 2y then its percentage also increases by 3. So the final answers is 60%.

"what percent of"=40%
40%*y=x
.4y=x
we are asked "what percent of 2y is 3x?"
"what percent of"=a
a*2y=3x
we write that as
3x=a*2y
where a is the percent
3x/2y=a
from the first equation we know that x=.4y
3*.4y/2y=a
y/y=1
.4/2=.2
3*.2=a
.6=a
.6=60%
