23/12 versus 24/12 or 2
60*23/12=x*2
Simplify remembering that 60/12=5
5*23=2x
115=2x
They were 115 knots away from the dock

An aside:
After 5 minutes the fishing boat was

4.79 knots away from the dock after five minutes
