You have to know the distance in addition to the rate.

By definition a full marathon is 26 miles 385 yards
a mile has 1760 yards
so you need to convert that into a decimal
you also need to convert the time into a decimal
remembering that an hour has 60 minutes and each minute has 60 seconds
and then divide the distance by the time.
rt=d
r=d/t
rate =distance/time
to get an approximate answer
we can use 26 miles and
18 is almost 1/3 of 60
since the time is almost 1.3
we can use 26/1.3=52/2.6 =20
which is a fair approximation
the precise answers are
(26 +385/1760)/(1+ 18/60+43/360)=18.47
if we use
just 26 miles
(26)/(1+ 18/60+43/360)=18.32
