It may help to turn all exponents into positives, like this:

Next, notice the first parenthesis still has a big negative exponents on the outside. We will flip that fraction and call the exponent regular 2, like this:

Now we can apply the powers using the power rule - when you raise a power to a power, you multiply the exponents.
X%5E4+%2F+%283%5E2%2Ap%5E6%2AY%5E10%29%29 * 3%5E2%2F%28x%5E2%2Ay%5E2%29
It might be hard to see here, but the 3^2 drop out as do an X^2 piece. THis leaves us with
