In the equation y=log%28b%2Cx%29, is it possible for x to have a negative value?

Not in the mathematics you will be studying in algebra.  If you
continue to take math in college, and eventually take a college
course known as "complex analysis" or "complex variables", then 
you will be able to find logarithms of negative numbers, but in 
the course you're now taking, the answer is no.
