You have an inequality in 2 variables. You can solve for x in terms of y, or for y in terms of x, but that's all

To graph it, solve for y in terms of x:
2(y+3)<4x Divide by 2
y+3<2x Subtract 3
y<2x-3

This is a linear function, so the graph will be a straight line. 2 points is sufficient to plot a straight line.

Use = instead of < to find 2 points.
x...y
0...-3 --> (0,-3)
2...+1 --> (2,1)

Plot those 2 points and draw a line thru them. The line is where y = 2x-3.
The area below the line is where it's less than (<), not including the line.
