I'm not sure what we're supposed to do with this equation. All I can think of is to graph it.

The %28x-pi%29 means the graph is shifted to the right by pi units. However, since the period of the tan function is pi there will be no visible difference in the graph due to this shift.

The +1 means the graph will be the graph of tan(x) shifted up by 1.
