4x-12y=2
-12y=-4x+2
y=-4x/-12+2/-12
y=x/3-1/6 this line has a slope=1/3. (red line)
Thus a perpendicular line would have a slope=-3
-1=-3*10+b
-1=-30+b
b=-1+30
b=29 ans. for the y intercept.
y=-3x+29 (green line).
