This is already n slope-intercept form, and since it is "greater than and equal to" the line will be solid and you shade the area "ABOVE" the line.
So you will start by plotting the point (0,4) on the graph, then, because the slope is 2, which means 2 over 1, with your pencil on this point go up 2 and go right 1 and put another point. Connect these two points, and then plot one more point, then draw your line.
