Well, the minimum floor area and the minimum height are not enough to give you the required minimum volume. So you have to increase one or the other or both in order to achieve the required volume. 0.5 meter on the height holding the floor area at a constant .7 sq meter would do it, or increasing the floor area to .77 and the height to .454 (it doesn't come out exact on this end) -- or somewhere in between.
Your next problem is that there are an infinite variety of dimensions for the floor that would result in a .7 sq meter floor area -- tempered by the practicality of a cat fitting inside, of course. .97 meter by .72 meter is pretty close giving you a 4:3 ratio of length to width (which I think is fairly aesthetically pleasing, but then again, I'm not a cat.)
Of course, you will have to make adjustments to the floor dimensions if you come off of the .5 meter height.
